This report provides background information on telemedicine, its effectiveness and applications with an analysis of the expected impact of mandated telemedicine health coverage on telemedicine in Arizona. The report discusses:

  • The current level telemedicine use by the general population in Arizona and the level of available insurance coverage for telemedicine services.
  • The extent to which the lack of telemedicine coverage results in unnecessary health care treatments.
  • The potential unreasonable financial hardship caused by the lack of telemedicine coverage.
  • The level of public demand for telemedicine services and telemedicine insurance coverage.
  • The potential increase or decrease of telemedicine treatment costs and increase in use of services given mandated coverage.
  • The potential increase/decrease in administrative expenses for insurers and policyholders and the impact of telemedicine coverage on total cost of health care.
